My understanding is that the biggest improvement is that tightened bolts squash cylinder wall into the bore. Boring without tight bolts means that at assembly the walls bulge, and the bulge needs to be worn off for rings to seat. So, a perfect torque plate would lead to a perfect bore, but anything short of that would be an incremental improvement.

I never heard of a torque plate until the 80s. And except for the most common blocks, basically Chevies, never saw one in use at all.

If I had a spare head, a drill press, and talked to my machinist about whether it is worth while, go for it.
