There is 5 tons of pressure when you turn the wheel. A sticky ball stud ain't going to stop it. And, the way they work is that there is a pressure relief system in the gear. No pressure in the system until the in put shaft gets turned and the first thing that happens is the relief port closes.

Try jacking the front up and turning the wheel, engine off. Or remove the belt and drive it, to see what it is like. Basically, like what you describe. Not impossible, just verrrry hard. Oh, it will pump fluid out the vent in the pump reservoir.

Also could be signs of loose belt. No power when belt slips. Wrong belt, too loose? Belt should not wear the deepest section of pullys. Pump brackets crap, letting pump wobble?
