Your door panel without slots or holes would be correct for a door that never had an arm rest. Your door should have slots along with the nuts for the arm rest to attach to - as long as your door is an old one. If memory serves, I believe the later doors changed and no longer had the slots. I do not have a later door here or comparison.

The hooks on the arm rest will pass through the panel slots and anctually hook into the door slots. The panel will take none of the leverage. Also, the hardware will not take much of the leverage. The slots in the door and the hooks on the armrest are designed to carry the weight/leverage.

Sometimes it is easy to cut slots and holes in a non-arm rest panel by tracing the dust pattern on the backside of the panel.
