It could be a air lock. Cummins B Series have jiggle valves in the coolant lines to release trapped air as you fill. There is a fill rate spec, actually its quite slow. Filling with a hose is to fast, per the specs.

You may want to try 'packing' the system. Corvette owners know what I am referring to. A Corvette must be packed to eliminate air pockets. Here is what you do.

Fill the radiator leaving the cap off. Start the engine and let it come to temp and the coolant start flowing. When you know its flowing, have a assistant help by bringing the idle up to about 1500 R's. When the engine speed is increased, you will see the coolant level in the radiator go way down. Now while the engine is still at 1500 R's fill the radiator the rest of the way and then put on the radiator cap and tighten. Then and only then can your assistant allow the engine to go back to idle. Your system is now Packed. Believe me, it makes the difference on a Corvette. In fact all my B3.9's and B3.3 are Packed. Just remember if you ever remove the radiator cap coolant will flow out and you will need to repack the system. Yes, the General has this in the cooling section of the Corvette Shop manual.
