Black Beauty works really well for rust and scale. I have a guy who sandblasts rims for me, and have trained him what to look for. He blasts the trouble areas first and if he finds nastyness, he quits and goes onto the next rim. That way I dont pay as much for the duds.
The flap holds moisture against the rim, this area is oftem bad, even rusted through. Some pitting is ok, if they are craters, not so good. The groove where the ring locks into wants to bepretty well formed, not rusted into a shapeless trench. The area around the valve stem is also problematic with rust.
Beat the scale off with a welders hammer before taking them to the blaster, sometimes I can reject them before they even get blasted.
