Split rings and lug nuts were silver cadmium plated. You can still buy new nuts with the plating. Unless you find NOS rings, you will probably be able to find a silver paint that will look good.

I have never seen any powder coating that I was satisfied with and have no experience with aluminum flame spraying. I would think the flame spraying would be the better of the two.
