Timing advance, electric wipers, fuel pump

Just rebuilt the carb on my M37 and it seemed to help it run smoother. Still some hesitation under load. The mechanic who helped me said the timing won't advance under acceleration. My truck has been converted to 12 volts so it has a different distributor with centrifugal advance ( i think). A WWII oil pump fits (slot in the middle of shaft). Is there some reason it will not advance?? Would i have more power if it did? (Truck is pretty gutless) I have never ridden in another M37 so i don't know how much power the 230 should put out (presumably not much). I would like to put on an electric fuel pump (leaks and i think worn out) and electric wipers. Can anyone point me in the right direction here? Also my fuel is yellowish out the fuel pump so the tank i think is contaminated. What is the best way to clean the fuel tank?
