MU winch question

On the front winch, there is a collar on the the drum shaft (drivers side adjacent to the drum). It appears the winch system has been altered slightly to accommodate the needs of the previous owners (fire department) The collar has a modified forked lever/handle that extended up about 12-18 inches to clear a custom platform.

Why would the collar move L-R?

I am discovering this after removing the platform from the front of my 53 Flatfender Brushtruck and I can now tell the lever was attached to the drum collar. It's one of these things that I thought I would ask about before I started ruining things again! Thanks!
