It may be possible for an EXPERT welder to use a lot of moistbestos or wet towels around the axle shaft and strike a very short bead, letting the axle cool completely to the touch before the next bead is struck. Then you'd have it machined. Might work, but I still do not like the idea of heating up the axle, since the tempering is still going to be affected to some degree. You might get away with it forever on a light duty truck that fetches groceries at best. On the other hand, it might provide that weak spot that will fail on your next rock climbing trip.

Another drawback: Cost. This is going to be a long project, because the axle would have to cool between beads and you'd need to have it turned. And if there was a pit from welding (and often there are) you'd be looking at additional welding and machining. This needs to be weighed against the cost of a replacement axle.
