Axles are specially tempered. You can get away with cold treating them, but the heat of welding can weaken them by altering the temper.

I would readi-sleeve it.

I doubt epoxy is going to have the proper wear characteristics you need. Perhaps, and this is a guess, aluminum powder added might increase the wear resistance once polished.

I have an old military Vehicle Magazine wherein they show putting TWO seals on each M37 rear axle shaft. This was to provide insurance against leaks. If it is possible to stuff two in your axle, the outer one would be spaced onto fresh axle surface. Combined with the JB Weld and aluminum power this might help. Or you could use the old seal merely as a spacer for a fresh seal, as I have my doubts about the epoxy anyway.
