Two things constitute a flex fuel vehicle.
1) is hoses, seals, piping, etc to withstand alcohol.
2) is a computer to sense the mixture of alcohol and adjust the richenss of the fuel mixture accordingly.
A Model A or a Model T has knob to adjust the carburetor richness.
For other applciations, there are people who can build you an E85 carburetor, or you could experiment with different richness adjustments
