most full floating axles dont have the outer seal and they do run in gear oil. infact PWs are the only thing I can think of that has that outer seal design. If the inner seal fail the oil should go out of a drain/catch that is built into the backing plate. the drain hole is usually plugged with dirt nad invisible. When the hub is off clean the channel on the backing plate and mkae sure the drain hole is clear and that way if both seals fail gear oil will not contaminate the shoes. It was well thought out. the 60's 1 tons had a similar system but they quit protecting the brake shoes from gear oil on later axles probably so they could sell more brake jobs at the dealer.
