correct timing help

Took my WC-12 for its first raod trip today. Ran well but lacked power. While I realize its no powerhouse I think it should pull thr hills in 4th.
So hears my question. What have you guys experienced to be the best timing? Although i can clearly see my timing marks, I dont see where TDC is. I can see a few longer timing lines on the flywheel with some shorter lines in between.
Any help/adviase would be greatly appreciated
