The theory is that only the silicone right over the hole will get exposed to that kind of heat, and if it comes off, the asbestos will take the heat and protect the silicone behind it from the worst of that heat. Then the aluminum will help cool all the silicone and will hold the whole shebang together. I've used the high-temp RTV for a little extra sealing on rough pitted exhaust manifolds and pipe flanges, and it's held up well.
