The cost is part of it and the hassle factor is another part. My time is worth something, and exhaust systems are always a PITA, even worse on a honda car where there's no room to get underneath. This section of pipe has a cat converter and a resonator welded in and a flange welded on each end, so it's not like you just go buy a new one for $20.
I get 5-7 years out of each Civic. If the patch holds for 4 more years, that'll be plenty good enough. If not, I'm out $0 and 10 minutes of time, and I can take the clamps off and re-use them. Meanwhile limited money can go for more important things like the M37 battery box lid I just paid $50 for.
