have you ever seen a handicapped parking section even close to full with handicapped cars? i don't park in them, ever, but I believe sometimes that the # of spaces is zoning and PC gone to an absurd level. some of the baby stores have spaces for expectant and young mothers. seems to be a non legally enforceable way to meet a need without going overboard. in all of the times i have been to the baby stores (i wait in the car if possible), i have not seen anyone abuse the spaces.
