Illinois Title/Registration question...

I've been searching for a FF and come across quite a few out of state (I'm in IL) that don't have a title. Someone was telling me that in IL I would have to post bond for 3 years on any vehicle without a title. Any IL guys here with experience with this issue? Is there a way to get a vehicle registered in IL without a title without handing over an interest free loan to the state? Tried calling the Sec'y of State's number, gave up after holding for 30 minutes, there doesn't appear to be anything on their website regarding this issue I could find either...
