If the rod free play is o.k., and the relief port is not plugged, there is one other cause of what you are seeing. I had it happen to me with my restoration.
The MC rebuild kit that I bought from XXX has a rubber doughnut in it. THe diagram in the parts book makes one think to install it between the spring and the piston if I recall and that is wrong. With it there it will cause the pressure to build.
I was advised to simply take this rubber part out and that was the end of my problem.
Others have put it in first, then the spring assembly, etc., and not had a problem.
