It probably means it has a 12 volt alternator. That's about all it means for sure. I've seen a lot of old trucks where they hacked up the electrical enough to make it run and stopped at that point. There's no telling what else is what voltage. If there's a gas gauge they probably burned it out. Or maybe everything but the starter and ignition are disconnected, which may or may not have been changed to 12. It could even be 24, since there's 24 V alternators that look just like the 12 V ones. There's no telling what you have until you dig into it. However, whatever damage was going to happen from a sloppy "conversion" has already happened, so you might was well try to run it like it is.
