If the pin will turn as you say, no matter what you do, it will not come out. The reason why it will not come out, is that it is worn, and lodges the spring eye against the side of the shackle. You're tring to pull the pin and spring through the shackle hole, won't work.
Here's what to do:
Continually rotate the pin slightly and tap it towards the inside of the frame using a hammer until it moves through the shackle. What your doing here is rotating the worn area of the pin to the opposite side of the spring wearing surface. Once you find it, you'll be able to remove the pin.
