Are you checking between the two leads in the lamp housing, or a known ground?
You need to check between the two wires because the ground wire is riveted to the lamp housing then grounded through the assembly. Check for power using the bulb hot lead and the bulb Ground lead.
If that checks out,check the current draw or voltage drop as suggested.
Also you could hook the power lead to the bulb,run a jumper from the bulb to a good known ground.
If it lights you have a ground problem in the light housing.
