Springs break. It's the springs pushing on a ball that locks into a slot that keeps things in gear.

OR, the lever does not move far enough for the ball to lock into the slot. The rods are adjustable.

So far as both moving together, they are cruddy and in need of cleaning and lubing. You might try wetting them down with motor oil before starting to disassemble.
