Frame Rust Repair?

So this past weekend Dennis Sherman was kind enough to swing by and drop off some parts for my '41 WC and while looking at it with him I noticed a good amount of rust on the frame under the cab "under passenger floor" that will need repair. By good amount, I mean about a foot long on the bottom and just shy of half way up the side of the rail. The layers are clearly visible on both the damaged and clean areas of the frame. With a screwdriver, I could probably pop one of the layers clean off.

I heard on this forum previously that the frames are made of multiple layers of steel, so what is the best way to fix a section about a foot long without compromising integrity?

I hope to get a picture to show the area tonight. It is not large, so would cutting the frame in the damaged area and grafting in a solid repair piece "pre-bent on a brake with a nice rounded curve" be the best avenue?
