Lost title

Does anyone know how I can get a duplicate title for a Power Wagon I am trying to buy?
The original owner is long gone, and we don't know where the truck was last registered.

Also, what should the VIN look like on a pre-1960 W100? is it shorter than a modern VIN, or about the same?
