I have not found that the hand primer does a lot of good. Maybe it gets bent or maybe it never worked well. If your pump has a hand primer, it's easy enough to disassemble the pump and see if the diaphragm is good and if there's any dirt in anything. Modern gas plus old age ruins the original diaphragms. If you have the pump off, you can look at the cam, but I'm sure it's fine. The arm on the pump will wear first. When you have the pump off would be a good time to blow out the lines, though by swapping in a boat tank, you've pretty well eliminated a clogged or pinched line from the tank. Most likely the fuel pump needs cleaning and/or rebuilding. Time to open it up and see. It probably isn't anything subtle or tricky, although fine cracks in the edge of the diaphragm can be hard to see.
