My 1949 B1PW had one. It was driven off the same transmission PTO that drives the winch. The PTO has two output shafts, one pointing forward to drive the winch, another pointing rearward. The rear shaft had a driveshaft attached to it, with a carrier bearing supporting the shaft midway, in the hole in the crossmember you noticed. The driveshaft connected to a heavy cast piece bolted in the rear-most crossmember, teminating in a PTO shaft identical to that of a tractor. This rear PTO was operated by first disengaging the winch, via the sliding lever on the winch itself. Then, since it was powered by the same transmission PTO, the in-cab winch lever was used to select forward or reverse rotation of the rear PTO. There were various accesories, like a belt pulley, these bolted to the casting around the rear PTO.
I have the complete rear PTO assembly, not including the belt pulley. I have no idea what it is worth and don't know if I would sell it if I knew.
I removed mine when I repowered the truck. I hope this was a clear explaination.
