FUEL GAUGE TESTING - READ THIS ONE

Im trying to fix my fuel gauge. It has a broken indicator needle but the "stub" responds to voltage across the contacts. Large voltages hammer
it to "full" and lower voltages lightly push it to "full" (no matter which polarity you apply the current). SO higher current = more gas.

But Voltages from the sending unit (still in the tank) measured across the wires into the gauge, got lower as I poured gas in to the tank. SO if I
can solder on a new needle, how is a decreasing voltage as the tank fills going to push the needle toward "full"??? It seems backwards. ANY
HELP?????
