In order to release the Mico lock the pressure applied with the pedal must be greater than the pressure of the fluid which was trapped when the Mico lock was applied. If this problem occurs only when the truck has sat for a period of time, I believe your problem to be a slow bleed off of the vacuum in your brake booster system. When your truck is first started there is not enough vacuum pressure to apply the brake hard enough to overcome the fluid pressure "stored" in the brake system. As the engine runs and your vacuum reservoir is recharged, you are able to apply the needed pressure and the brakes release.
One very important word of caution, DO NOT RELY ON THE MICO LOCK AS A PARKING BRAKE. A failure of any of the brake system components on the wheel side of the Mico lock, such as a burst brake line or a leaking wheel cylinder cup, will result in your vehicle rolling away unimpeded. Additionally, I personally do not care to leave my brake system in a stressed condition for long periods of time.
