Wireing Problem in 78' Dash + Fuse?

I have been going over my dash on my 78 PW 150. I ran into some problems. My turn signals are not working right. When I turn the lights on one of the turn signals in the dash stays on full time and wont flash.

The other question I have is. Theirs a type of fuse, or something in the back of the instrument panel. It has 3 plugs, one says ignition and it goes between the fuel gauge and temp. My fuel gauge reads but only to 1/4 tank when its full. The gauge works, but wont go threw and its not the
tank sensor. What is this fuse called so I can go to NAPA?
