Help on Cowl Vent Lever

Does anyone have any pictures, diagrams or info on how the cowl vent lever works. I have one truck with a handle and another truck with a latch. It appears possibly that the latch may have a hole for a spring.

How do you open the cowl vent? Must you move the latch first and then push on the handle? If someone could explain how you open the cowl, I might be able to figure the parts I need to complete the mechanism.

This isn't the easiest place to get a camera for a picture.

Any help would be appreciated.
