There's nothing fancy in there. What you see is what you get, unlike the ones where the clutch is inside the housing. The mechanism doesn't provide a whole lot of leverage, and is prone to breaking, so don't force the lever. You can force the clutch itself, though, with a pry bar within reason without breaking anything. Slathering it with gasoline and/or spraying brake or carb cleaner in between the sliding part and the shaft while working it back and forth is probably as anything to get it working smoothly. Once the congealed grease is out, you can just spray water in the sliding part while working the clutch back and forth to get the remaining rust and dirt out. Be aware there's no seal where the shaft goes into the housing, so you might want to change the gear oil afterward.
