It depends. Is this a winch that has been on the truck for 60 years and you are just now trying to use it? If this is the case, you may need to take it apart and clean the drum shaft and the inside of the dog clutch and lubricate them well. I have had to take fine emery cloth and polish both surfaces if they are rusty or pitted.
