Technically you can. By definition a catalyst isn't used up in the reaction, so they don't "run out". But if they are cloged or carboned up then the problem is with your fuel system and not really the cat.

Long term however I think they have a tendency to wear out due to heat cycling causing physical failure, in which case there's nothing for it but a replacement.

I'm not sure though that adding anything to your fuel is going to get you any real cleaning in the cat. Whatever it is would have to be able to survive the trip through the cylinder and being burned, which could harm the O2 sensor, and then most likely it would just cause the cat to run even hotter which could damage it.
