I think the clips are there mainly to prevent broken spring leafs from moving around and tearing up a tire. I had that happen once on a Mexicaneered lift job. No clips, spring plate too wide, u-bolts not real tight, one leaf turned... One 12 x 16.5 into the scrap.
But I think a sledge hammer and a splitting wedge may spread the springs fat enough to get the old head out and a new short bolt in? Remove the bolts from the other clip, jack it up by the frame, and give it a try?
