That's good information, how CA has got tighter.
My state (MD) recently has tightened up and now will not issue a new title to these old trucks lacking a title, even if you go with at title service, it they are not running or are a basket case, project, etc.
The way I understand it is now they make you restore them to a point they could be safety inspected first, then you can try to get the title.
That is a major hiccup to consider.
