It is economics 101. When expenses to produce; labor (which includes direct cost, and ancillary costs, e.g., wages, taxes, medical and other benefits). materials, shipping, plant and equipment, real property taxes, utilities, etc. begin to approach the level of the return on investment, a prudent business person starts looking to cut those costs. Labor is the largest controllable portion of those costs. Hiring stops until minimum staff levels are met. Benefits are lowered or cut to minimum. Cheaper materials are purchased. Maintenance of plant and equipment is delayed. Things start falling apart.

Taxes and fees can't be cut. Local relcationis usually out of th question because the "frog is still in the same pan". Other states may or may not be better. or economically feasible. Costs soutyh of the border, or offshore are lower.

Loyalty to the employee is worthless if you can't pay him or her.
