Timing problem

I need some help with a timing problem....I do not seem to be getting any spark to my plug or what spark I do get is very weak....The points are set to .20
I set up the no. 1 cyl. to tdc...loosened the distributor...set up a test light on the spark plug...open the ignition....turn the distributor back and forth and the test light does not even flicker...yet if I set a test light to the coil or condensor the light will come on as soon as the points open....yet nothing from the spark plug leads at all....C
Could this be a faulty condensor or what...I am at my whits end and believe me I don't have many to begin with.
1948 PW with a 12 volt conversion if that helps.
