I'm not aware of any Baldor buffers that are variable speed. They may make them but I haven't seen it.

My Baldor is 3600 RPM and my old motor is 1725 RPM. I honestly don't notice a difference with wheel size as I start with a 10 inch and work it to about 4 inch before tossing. That would effect wheel/surface speed do to diameter change but 3600 must just be too much for my style of doing it.

You're right about finding your own way and what works best. I use only the stainless compound from Eastwood and hard spiral sewn buffs. I'll occasionally use diamond compound on flats but not too often. Flap wheels are of no use to me.

I hand sand till it's right then buff. I feel that is the biggest mistake people make is trying to make the buffer a sander for flaws. I've had people say you can't get nice finishes with hard spiral sewn or that you have to use rouges. I beg to differ.
