Sounds like yopu have already done it, so its a bit of a moot point!
Cutting the damage out and fitting the patch back in flush is always the best method. the area you describe is curved but only in one plane, it isnt a difficult patch to form. The key is to weld it in little stitches, skipping around and letting it cool between welds, to help prevent warpage. A small pick or tiny screwdriver inserted into the gap between the panel and the body can help you get the patch dead on in the right plane before tacking it.
That said, go ahead and put the skim of filler in, it will be a lot better than a rusty hole, right? Plus there is the pride in doing it yourself, if you did your best and learned something along the way.
