It could be ground or a burned out bulb or a bad flasher.

My Sig Stat trun signals have a blue wire from the switch control to the "P" terminal on the flasher. If the flasher is not putting out power on the "P" terminal when the turn signal is flashing, a new flasher shoudl solve the problem.

Also inside the turn signal swicth on the steering column is a small pilot bulb that lights when the Blue wire mentioned above gets power. If this bulb is burned out, no light. 2 screws on the turn signal switch usually open the switch to access the flasher indicator bulb.

As I remember, ground is thru the case of the flasher to the steering column. I doubt the problem is there.

You need to locate a volt meter or a small light bulb with two wires attached to trouble shoot the problem.
