Never verified this but I was thinking I could maybe use tubes in a 16.5" tire that will come off the bead at any pressure lower than 20 psi and a friend with a lot of off road experience said that tubes will eventually get pinched by the tire when it gets pushed off the bead. Of course 16.5" wheels have a drop center for mounting that the budd wheels don't so maybe pinching a tube is less likely.
