I just looked at the heater I took out of a '48 FFPW and you have all the parts I have.
Interestingly, the large wedge shaped piece was mounted on the inside against the firewall pad. That doesn't seem to be right, but it worked. That was probably done to eliminate any fit problems against the firewall. I have no idea whether this was the standard/recommended way of doing it.
My heater was just held in place by the nuts and wedge shaped washers over the two water tubes.
I don't see that the firewall has all that much tilt as to require a shim. Are the shims actually intended to tilt the heater rather than to make up for some angle of the firewall like I originally thought?
