The smaller tube is probably a vent. If the filler pipe doesn't go down pretty steeply and directly into the tank, it can get "clogged" with gas when you're trying to fill it. The vent lets the air out while you're filling. I can't imagine why anyone would remove it, unless it came loose on its own. I'm also not sure how you'd replace it without removing the filler pipe from the tank.
