PCV valve valve

I was looking at the government rebuilt crate M37 engine I just got and I saw something I've never seen even on what I thought were original M37s -- a cable controlled valve in the PCV line. It looks like it's set up for a cable like a choke or hand throttle cable. It turns easily and is clearly a valve of some sort. It's in the horizontal line that goes from the bottom of the PCV valve to the block. Anybody have any idea what this is for? It seems like if it was closed the crankcase would gradually get pressurized until oil and fumes blew out somewhere.
