I do not know about building code requirements where you are but I like block garages. Around here masonry costs have remained flat for the last 10 years.
Another interesting option might be styrofoam concrete forms. You can set them yourself and you wind up with a very well insulated, reinforced concrete wall. Most have a system inbedded into the blocks for attaching the wall covering of your choice inside and out.
