My winch wouldn't shift without prying or some creative hammer work. It had been beaten up real good over the years as evidenced by the whack marks on the collar.
One of the keys had a really fine - not noticeable crack that prevented the collar from sliding back and forth easily. Most of the key is hidden, hard to see. A new VPW key, and it works smooth as silk.
While you have yours apart replacing the handle/clutch, check both keys.
