constantly stalling and wont idle?

77 pw with 318 and carter 2 barrel.
what adjustments need to be made? new fuel pump, filters has power all thruoghout just wont idle. when i got it the idle screw was bottomed out all the way down. it still is. im not familliar with the carter or its adjustments. i had a leak of air through the back of the carb i tighted the mounting bolts. at least now it doesnt backfire through the carb when cold. also has new plugs, cap, wires. just wont idle?
any suggestions would be helpfull
