Brake system question

I need some good sound info concerning an idea I have for trying to stop the moisture pitting in the bottom of the wheel and hopefully the master cylinder that occures over time.
First I need info on brake fluid and how likely it is to attract and hole moisture,and does it float leaving the H2O to settle to the bottom ? Can it be filtered like hyd. fluid to remove moisture ? Could brake fluid be H2O filtered before adding to the system ?
Could a H2O filter be placed in-line to keep out H2O after it leaves the master cylinder ? How does so much moisture get into a closed system ?
Would a stainless sleeved wheel and master cylinder with stainless lines eliminate this problem entirely ?
Does regular driving and braking keep the problem at bay ?
