Are they adjusted right? If the lower pivots are not correct, the lower say, third of the shoe can be pushed too hard into the drum. When I did mine, I had to give a bit more clearance on the lowers so they were a bit less grabby.
After a couple hundred miles they bedded in and worked well. Well, um as well as PW brakes work.
