fender cutout flairs

My 73 crew cab has rust around the front and rear wheel (fenders). I am looking to put on some 33, or 35s. Has anyone used the Bushwacker fender cutout flairs? How much metal is needed around the wheels to attach? Is there any thing else to rid the rust and get the clearance for the larger tires?
